Human Resources Manager
Position Reports To: Country Director
Position supervised: HR Assistant
Location: Jakarta

Overview:

The HR Manager is responsible for the development and implementation of HR policies and practices for Jhpiego/Indonesia.  The HR Manager ensures that Jhpiego/Indonesia’s HR policies and practices are compatible with Jhpiego’s HR standards, policies and practices, Indonesian Labor Law, and the terms and conditions of Jhpiego’s donors. The HR Manager guides Jhpiego staff in the interpretation of HR polices, ensuring the integrity and effective performance of all human resources operations.

Responsibilities:
  • Develop and update Jhpiego HR Policies, as needed, to ensure consistency with Indonesian Labor Laws and regulations. Ensure that staff are made aware of these policies and interpret them as necessary or requested by employee.
  • Work with Country Director and Finance Director to craft consistent, equitable and competitive compensation and incentives
  • Work closely with employee’s supervisors for Staff Performance Evaluation and take necessary actions (salary increase, promotions, reassignments and separation of employee).
  • Oversee recruitment process, including developing job descriptions and job advertisements, screening and interviewing candidates, negotiating salary, and new hire orientation
  • Prepare and maintain accurate records, files and reports, including responsibility for maintaining personnel records.
  • Together with Finance Director, update employee status for payroll purposes.
  • Mediate employee conflicts.
  • Oversee the staff development and training
  • Oversee handling of employment-related inquiries, such as employment verification requests and unemployment compensation inquiries and proceedings.
  • Develop, implement and participate in employee recognition programs
  • Respond to employee grievances
  • Oversee hiring process for consultants, including preparing contracts and rate negotiation
  • Maintain consultant files with assistance from the HR Assistant
  • Prepare and amend consultant contracts as needed
  • Coordinate with Finance to track consultant time & services
  • Perform other duties as requested by Country Director

Qualifications, Skills, and Attributes:
  • Bachelor’s degree in HR Management or related discipline required; Master’s degree preferred.
  • Minimum seven years of professional experience across all HR disciplines, including employment, benefits, compensation, employee relations, training and development, workers compensation and conflict resolution.
  • PHR certification required; SPHR certification preferred.
  • Demonstrated ability to exercise confidentiality and professionalism
  • Demonstrated excellence in oral and written Indonesian language; English language  proficiency preferredCommunicate effectively verbally and in writing to all levels of staff and management, outside officials and agencies, and the public, expressing ideas and instructions clearly and concisely.
  • Excellent time-management, problem-prevention and problem-solving skills.
  • Ability to work effectively, professionally and tactfully with a diverse workforce, team leaders, senior staff, and outside companies and public agencies.
  • Possess a work ethic that includes neatness, punctuality and accuracy.
  • Competent in Microsoft office: Excel, MS word and Power point
  • Ability to work independently and to exercise independent judgment
  • Ability to ensure adherence to applicable laws and regulations a diverse workforce.
  • Ability to periodically work extended hours and travel to multiple work site
