Team Leader for Reform the Reformers
Organizational Context :
AusAID has provided additional fund of AUD5.7m and a 27 months extension to June 2015 to the Bureaucratic Reform Inspire Project to provide continued technical support and assistance, capacity building and operational support to key ongoing initiatives for better sustainability and impact of the program. The program will also expand its scope and support to new actors, areas and geographical coverage. The program is also called as Reform of the Reformers Continuation (RtR-C). This includes:
- Strengthening the internal capacity of the Ministry of Administrative and Bureaucratic reform (KEMENPAN RB) to lead the bureaucratic reform process at national and local government to widen the bureaucratic reform coverage;
- Strengthening the capacity of civil society organisations, universities, media and the parliament to advocate, oversee, lobby and support the implementation of bureaucratic reform plans and agendas, increasing the awareness of the public to support the bureaucratic reform agenda; and
- Establishing a hub of bureaucratic reform that acts as the digesting mechanism for existing AusAID support to bureaucratic reform programs in Indonesia
With regards to that, Kemitraan will recruit an individual as a Team Leader who will be responsible for leading and managing the delivery/ implementation of the program and ensure the achievement of the program’s outcomes. The Team Leader will utilize the relevant information and data in providing strategic direction and leadership of the program, including information and inputs resulted from the M&E system, AusAID’s M&E adviser, Kemitraan, government partners, and other stakeholders.
The Team Leader will work under the guidance and direct supervision of the Vice Minister of KemenPAN RB, Executive Director and Program Director of Democratic and Justice Governance of Kemitraan and AusAID’s Bureaucratic Reform, Rural Development and Decentralisation Director. The Team Leader will report to the Steering Committee and on a daily basis with the Vice Minister of Kemenpan and Kemitraan.

- Quality assurance of program implementation
- Coordination of dialogue on bureaucratic reform and networking
- Building relationship with stakeholders
- Integration of program and creation of synergy on Bureaucratic reform programs
Recruitment Qualifications :
Education:
- Minimum of S2, Political Science, Social Science, Law or other relevant field
Experience:
- Min. 15 years of relevant experience at the national or international level in leading and managing development programs in the areas of governance and especially on bureaucratic reform program. Experience in leading and managing international donor funded development program is preferred.
- Extensive experience and knowledge in Indonesia’s governance issues.
- Hands-on experience in change management, designing, implementing, monitoring and evaluation of development projects as well as reporting.
- Solid experience and skills in facilitating, managing team and people with different context, complexity and background.
- Strong knowledge and profound understanding on bureaucratic and governance reform in Indonesia.
Language Requirements:
Fluency in English and Bahasa Indonesia
