Context of
the REDD+ initiative:
Indonesia is
the third largest emitter of CO2 and the world’s largest emitter from
agriculture, forestry and other land use. Over the past five years, Indonesia’s
annual deforestation rate has averaged around 1 million hectares which
contributes more than 80 percent of Indonesia’s estimated annual emissions.
In this
contexts, on May 26, 2010 the Governments of Indonesia and the Kingdom of
Norway signed a Letter of Intent to establish a Partnership for REDD+ (Reducing
Emissions from Deforestation and Forest Degradation) to tackle greenhouse gas
emissions from deforestation and forest and peat land degradation. REDD+ is a
global mechanism which provides an opportunity for developing countries like
Indonesia to move towards a sustainable green economy. For Indonesia it also
offers a way to achieve the Indonesian government’s voluntary commitment to the
world to reduce emissions as much as 26 percent or up to 41 percent with
international support by 2020.
The first
phase of this Partnership for REDD+ is to establish an institution capable of
good governance of forest and peat land to reduce deforestation and
degradation. A Task Force (Satgas) has been establishment to facilitate the
setting-up of this REDD+ Institution. Working Groups (WGs) have been formed to
assist in developing a legal blanket for the institution, financial mechanisms,
and independent monitoring, reporting and verification (MRV) systems. Other WGs
have been established to assist in communications, stakeholder engagement,
REDD+ harmonization with national and sub-national development and education
programmes, and pilot and priority programmes in the field.
The
implementation of REDD+ will be an important step in the development of a green
economy, and an opportunity to reform forest and peat land governance across
Indonesia.
Context of
this ToR:
Solid
Monitoring and reporting is a key component of any successful project. It
determines how the project can explain and showcase to external stakeholders
progress has been made and impacts that will be achieved. Therefore, in
coordination with the Project Coordinator and Work-Stream Coordinator and
Monitoring & Reporting Officer for REDD+ Project, the M&R Officer for
Central Kalimantan Programme will develop detailed monitoring and reporting frameworks
with quantifiable indicators, baselines and targets. The M&R Officer will
be responsible to plan and implement surveys for the purpose of establishing a
baseline which will then enable the measurement of the project deliverables.
The incumbent will work in close
collaboration with the Programme team in the REDD+ PMU, and Government
officials to ensure that thematic, programme monitoring and reporting are
carried out in accordance to the corporate guidelines and that findings and
recommendations are implemented and followed up.
Scope of work:
- Development of project monitoring and evaluation framework in accordance with the project’s guideline (UNDP’s Direct Implementation Modality or DIM);
- Consolidation of project components on a monthly, quarterly and annual basis;
- Preparation of Reports on progress of project implementation, activities undertaken, results achieved and targeted plans for follow up actions;
- Update and Maintain the REDD+ Monitoring and Evaluation System;
- Contribution to the REDD+ Knowledge Management System.
I.
Academic Qualifications:
Bachelor’s Degree or equivalent in economics,
social sciences, forestry, environmental studies
or with relevant experience in monitoring and reporting with a background and
interest in the environmental issues and related policy matters.
II. Years of Experience:
- ]Minimum 6 years of experience for Bachelor’s Degree or 2 years of experience for Master’s Degree.
- Progressive experience in research, surveys and data collection, analysis, interpretation and management, and operational research.
- Experience implementing project management monitoring and evaluation as well as develop the reporting.
- Experience in developing monitoring and impact indicator for environment or REDD+ related activities.
- Experience in the usage of computers and MS Office software packages (MS Word, Excel, etc.), advance knowledge of spread sheet and database packages, and handling of web based management systems is required, including strong drafting skills.
- Ability to work comfortably at local, national and international levels.
- Having understanding of REDD+ concepts and related issues would be an advantage.
- Having experiences working at Central Kalimantan Province will be an advantage.
- Having experience in liaising and communicate with government officials and/ or activity implementer in Central Kalimantan.

Fluent in
written and spoken Indonesian and English.

Other requirements:
In addition
to the scope and output stated above, the incumbent will be required to
undertake other ad hoc tasks that may arise during the contract period.
These tasks will be delegated by the incumbent’s Project Coordinator who will
ensure that these ad hoc tasks do not impede on the incumbent’s ability
to meet contractual obligations/deliverables.
All materials and other intellectual property
produced while working under contract including, but not limited to, documents,
presentations, white papers, photographs and other media and are required to be
submitted to Project Coordinator for archiving.
