Media Monitoring Officer

Background
The Australia–Indonesia Facility for Disaster Reduction (AIFDR) is a joint Australia-Indonesia bilateral initiative. The facility is helping to reduce the impact of disaster and improve the capacity in disaster management. Sinceearly 2012, AIFDR has been implementingCapacity Development Support Program (CDSP) for the National Disaster Management Agency (BNPB) and Local Disaster Management Agency (BPBD)by the provision of technical assistance in different units of the agencies, including the Public Relation Sub-section of BNPB. BNPB is a ministry-level agency established through Presidential Decree Number 8 Year 2008 with the main mandate to coordinate and implement the disaster management activities in the period before, during, and after disasters.

In carrying out the mandate, particularly with regard to the dissemination of information—as well as, at the macro-scale, of the disaster management communication—BNPB also depend on the role of the mass media, either printed, electronic, and online. Concretely, BNPB want to use the media to disseminate information, while expecting to gain feedback from the public through the media.

In order to secure the maximum benefit from the dissemination of information and communication through the mass media, BNPB need to regularly monitor media coverage of disasters. Monitoring, in addition to get to know the day by day hot issues and find ways to improve the quantity and quality of media coverage
of disasters, will also allows BNPB to analyze trends in the news. In the end, by monitoring media coverage, BNPB can expect to provide faster response to emerging needs related to disaster management at the community level, as well as to formulate policies that better accommodate concerns of vulnerable groups.

Related to that, BNPB need the service of an officer to monitor media coverage on the disaster that circulated in the media from time to time, and at regular basis help generate recommendations and follow-up response to the say of the community. Due to the limited quantity of resources at this time, BNPB invited
AIFDR to recruit externally in order to fulfill the position of the media monitoring officer. In the medium term, with the knowledge transfer process, the media monitoring function will be handed over to BNPB staff.

Your Responsibility
Your main responsibility is to conduct monitoring of news and stories about the disaster in daily basis. The number of monitored media during the emergency response will be much more than when there is no disaster. You will make a report on the results of monitoring by using a specified format as well as recommend response and follow-up to BNPB. The following are your individual and team tasks:
  • Monitor disaster news and stories published in printedand online media at daily basis.
  • Writereports of monitoring results with contextual format for BNPB needs. Reports will be made ​​twice a day.
  • Recommend response and follow-up based on the results of monitoring.
  • Perform analysis on relevant hot issues covered by the media.
  • Participate in knowledge transfer to BNPB staff in monitoring the media.

Your Background and Qualification
This position is required a highly motivated candidate who is capable in media monitoring as well as interested in disaster communications topic. The following qualifications are essential for this challenging and rewarding job:
  • Minimum threeyears experience of working in media monitoring and/or journalism field, with adequate understanding on disaster subject in Indonesia.
  • Bachelor degree (S1) in a social science field.
  • Demonstrated ability to analyse and articulate ideas in a structured and systematic way.
  • Demonstrated competent writing skill and ability to make high quality presentation slides.
  • Ability to liaise well with various stakeholders, including government officials, donors, academics, and civil society organisations.
  • Fluency in written and oral English and Bahasa Indonesia.

Other Relevant Information
The position will be based in Jakarta with an initial contract of three months, commencing on January 2014, with apossibility of extension. The work can be done in part-time basis with the predetermined output. AIFDR offers a competitive, negotiable compensation and will reimburse costs incurred on work related, including subscription fees of targeted printed and online media if necessary.
