The Deutsche
Gesellschaft für Internationale Zusammenarbeit (GIZ) was established on 1
January 2011. It brings together under one roof the long-standing
expertise of the German Development Service (DED), the German Technical
Cooperation (GTZ) and InWEnt – Capacity Building International, Germany. As a
federally owned enterprise, it supports the German Government in achieving its
objectives in the field of international cooperation for sustainable
development. We are also engaged in international education work around the
globe.
GIZ operates in many fields, including economic development and
employment; governance and democracy; security, reconstruction, peace building
and civil conflict transformation; food security, health and basic education;
and environmental protection, resource conservation and climate change
mitigation.
The project ‘Advisory
services in support of the welcome portal “Make it in Germany”’ provides support for the
collective campaign by the German Federal Ministries of Economics and
Technology (BMWi), and of Labour and Social Affairs (BMAS), and the
Federal Employment Agency (BA), to attract skilled foreign
labour to Germany. In particular it supports the new welcome portal ‘Make it in Germany’ (under the responsibility of BMWi) with individual pilot
measures in India, Indonesia and Viet Nam. This should inspire more experts to immigrate to Germany.
The commissioning
party for the project is BMWi. On the part of GIZ, implementation of the
project rests with the Department for Migration (FGE Migration), which also
employs a project manager (based in Bonn) to coordinate the whole project. As
the main component of the project is the deployment of local advisors in the
pilot countries – functioning as local representatives of the welcome portal –
GIZ is now looking for a professional and dynamic
Indonesian national to fill the following position as Local Advisor to be based at the GIZ Office
Jakarta as soon as possible for the initial contract until 31 December 2014.
A. Responsibilities
The
advisor provides support for
·
Development, utilisation
and strengthening of local network structures (German institutions; alumni
organisations; national governmental and non-governmental partner institutions
in the field of skilled labour mobility; cooperation with migration and
diaspora advisors from the Centre for International Migration and Development
(CIM) etc.)
·
Promotion of the welcome
portal (distribution of information materials, organisation of and
participation in relevant sector events etc.)
·
Initial personal
counselling for potential applicants (areas of demand and professions in short
supply in Germany, immigration regulations, legal framework, information about
Germany; forwarding specific requests to the Goethe-Institutes, the German Academic
Exchange Service, visa sections etc. and if necessary to relevant government
agencies and institutions in Germany)
·
Support for the
recruitment process (interface function) (first preselection of technically and
linguistically qualified candidates, forwarding of suitable applications to the
International Placement Services (ZAV) of the Federal Employment Agency (BA))
·
Preparation for
departure (advice on preparations, identifying appropriate partners for
departure preparations and the process of integration in Germany)
B. Tasks
1. Using and strengthening network structures
· Targeted use and
development of existing networks of local German institutions, (missions
abroad, Germany's network of bilateral chambers of commerce, Goethe Institutes,
the DAAD German Academic Exchange Service, German schools abroad, GTAI etc.;
possibly German political institutions) as well as those of the GIZ
(Alumniportal Germany, alumni associations, etc.) and of other relevant
players, in order to contact people who may potentially be interested in
migrating to Germany for work, and German-speaking and Germanophile
multipliers; this also encompasses supporting the activities of these
institutions and players.

Creating local networks
of interested qualified professionals (alumni organisations) as well as with
migrant associations in Germany
· Building network
structures first and foremost with national governmental and non-governmental
partner institutions with a focus on the mobility of qualified professionals
·
Close cooperation with
the CIM advisors on migration and diaspora already working in the project
countries
2. Promoting the “Welcome to Germany” portal/Qualified Professionals
Initiative
·
Forwarding of current
information about the Qualified Professionals Initiative and the “Make it in
Germany” portal to the respective governments, as well as to qualified
professionals and the relevant institutions
·
Distribution of
information material (brochures, flyers, etc.) to relevant bodies (e.g.
universities, bilateral chambers of industry and commerce)
·
Participation in
relevant events on the subject
·
Organisation of at least
eight information events per country during the project period (including in
partnership with other German institutions)
3. Giving initial personal advice for potential candidates
·
Needs, professions where
there is a shortage of qualified professionals
·
Immigration regulations,
legislation
·
German specifics
·
If need be, advice on
which authorities to contact (e.g. embassy for visa matters, Goethe Institute
for language courses, etc.)
4. Supporting the recruitment process (interface function)
·
Preselection of suitable
candidates (professional and language skills)
·
Forwarding of
applications to the Federal Employment Agency (BA)/International Placement
Service (ZAV)
5. Preparing for emigration
·
Advice on preparing for
emigration (incl. for families)
·
Identification of
suitable partners for preparing for emigration (language courses, advanced
professional training)
·
Coordination of
preparatory measures prior to emigration (first and foremost, getting
candidates in touch with language course providers, in particular the Goethe
Institute, or if need be with continuing education providers)
6. General obligations
The
advisor
- is familiar with GIZ planning, implementation and reporting procedures and their changes
- is familiar with other programme components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff
- represents the interest of the GIZ-assisted measure and always acts on its behalf
- carries out important tasks for the project/ programme, even if these are not explicitly cited in the job description
- performs the extensive field visit to the regions in accordance with the requirements of the program and assistance to related stakeholders
- undertakes further job training related to the position and duties, if required
7. Other duties/ additional tasks
The
advisor
- assists other experts, if necessary as intercultural mediator and translator
- performs other duties and tasks at the request of management

Required
qualifications, competences and experience
Qualifications
- bachelor/ master graduate or comparable qualification
Professional experience
- Minimum 2 years related working experience if possible in the field of migration
- Experience of Germany (experience of working and/or studying in Germany)
- Enterprising and communicative personality, advisory skills
- Experience of organising and implementing events
- Experience of project management and self-reliant budget administration desirable
- Experience in the field of labour market policy/international mobilisation of skilled labour an advantage.
Other knowledge, additional competences
- Ability to express oneself well both verbally and in writing; polished, target-group oriented style
- Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (in particular Microsoft Office and tools which are related to the tasks)
- Good knowledge of the German and English language in spoken and written form
- Experience of project management and research experience in an area related to the project’s/ programme’s requirements is desirable
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
