Recognized worldwide as a leader in the fight against hunger, our mission is to save lives through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations and conflicts.
ACF has been active in the NTT district since 2007. Around 40 networks have benefited from a renovation, as have water sources and wells. In the Kupang District, ACF has only been active since 2011. The district's needs are still considerable, particularly as the number of stakeholders is lower than the neighbouring TTS district. Moreover, ACF runs Nutrition program in Kupang and WASH initiatives will be implemented in the same sub-districts in order to strengthen the nutritional program's impact.
As the program has been starting the implementation, we are currently looking for two (2) staff to support the programs activities to be based in KUPANG, and to fill the position of :
1. Finance / Administrative Officer
Initial Contract duration : 6 months (with possibility of extension)
Reporting to : Logistician Administrator
Starting date : ASAP
Educational / Professional Background: Diploma certificated or equivalent; Accounting or Administative Management, or related field.
Required Competences & Skills : Good accounting skills, ability to work with budget, and ability to deal with administrative tasks, computer skills (especially excel).
Key Assignment: Contribute to the elaboration of the base’s accounting and field administrations
Main Objectives :
Objective 1 : Manage the base’s cash :
Activities :
- Check purchase approval and release required funds ;
- Enter advance requests in the advance book ;
- Receive and check the eligibility of invoices submitted for payment (compliance with purchase voucher, required information) ;
- Enter purchase invoices in cash book ;
- Translate accounting documents as needed ;
- Close the cash account every month : physical counting, printing of accounting documents, check supporting documents ;
- Pay salary advances
- Check and reimburse medical expenses
- Propose possible improvements of the accounting advance procedures.
Objective 2 : Assist the Logistician Administrator in the accounting Activities :
- Ensure good relations with financial partners (banks, etc.) ;
- Collect and provide information on market prices.
Objective 3 : Payroll
Activities :
- Enter and edit variable items in the database ;
- Follow up on loans and salary advance;
- Take an active part in improving payroll procedures.
Objective 4 : Administrative follow-up
Activities :
- File documents in the staff files ;
- Staff contract follow up
- Follow up and update staff medical/insurance claims and reimbursement
- Take part for expatriate/visitors (Cost of Living and Perdiem) in the field.
- Take part in the logistic arrangement of event / field trip (schedules, organisation of travels, accommodation, expatriate documents, etc)
Other requirements :
INGO/Humanitarian experiences, ability to work in team, good interpersonal communication and skills, able to work with working time flexibility.
2. LOGISTIC ASSISTANT
Initial Contract duration : 6 months (with possibility of extension)
Reporting to : Deputy Logistician
Starting date : ASAP
Educational / Professional Background: High School certificated or equivalent; stock management training, or relevant field training
Required Competences & Skills : good negotiation skills, ability to work with budget, and computer skills (min. word and excel), and ability to drive motorbike with valid driving license.
Key Assignment: Conduct the day to day logistic administrative and assist the deputy of logistician dealing with procurement request and program needs follow the transparent logistic process.
Main Objectives :
Objective 1 : Purchase Supporting:
- Assist the deputy logisticiant to accomplish all the request base on ACF procedures.
- Deal with the quotation requests.
- Liaison with users in order to organize reception of goods. Keep the “order reporting” up to date;
- Keep archiving of procurements documents and scanned it.
- Transfer the approved of good quality invoices to the accounts department for payment to suppliers.
- Monitors and summarises all expenditure and provides activity report to the supervisor
Objective 2 : Vehicle Management
- Vehicle movement monitoring
- Vehicle maintenance/service follow up
- Liaise with the vehicle authorized workshop for maintenance/service activities
Objective 3 : Stock Management
- Identify the equipment, quality and quantity;
- Follow-up of stocks and particularly pay attention the expiration of goods before using.
- Draw up a monthly inventory and write an inventory report ;
- Keep up to date stocks forms;
- Place the orders in material and food according to the inventory and the stocks’ definite minimal
- To make sure y that the store is always in clean condition.
- Maintain all the equipment archiving and /or
- Assist the deputy log to maintain all the equipment and the inventory list maintenance.
- Support the log manager and /or Deputy log for CS maintenance.
