USAID IFACS seeks to reduce the threats of deforestation and climate change, and help the Government of Indonesia (GOI) conserve the country's tropical forests, wildlife, and ecosystem processes (including carbon sequestration).
JOB SUMMARY:
The Subcontracts Officer reports to the Operations Manager (OM) in the Jakarta Office. Her/his role is to carry out local and international procurement of services (including consultants) for IFACS approved activities in support of USAID IFACS operations.
MAIN RESPONSIBILITIES AND TASKS:
Contracts
- Thoroughly familiarize her/himself with detailed systems and procedures for management of local subcontracts, including preparation of subcontract templates and other compliance-related documents related to the solicitation, review, and approval of subcontracts, as well as the administration, and monitoring of subcontracts;
- Draft subcontract agreements and other compliance-related documents as needed, ensuring that all documents are in compliance with USAID regulations, Federal Acquisition Regulations (FAR) requirements, and Tetra Tech ARD home office procedures;
- Review budget proposals from potential bidders, possibly being a member of bidding committee and lead the subcontract negotiation;
- Draft Subcontract Modifications as necessary by working closely with the subcontractors and IFACS users;
- Work closely with USAID IFACS technical and financial staff to make sure technical and financial attachments to all agreements are clear, concise and complete, to ensure effective and efficient subcontract
- development;
- Assist OM in effective and efficient subcontracts approval, disbursement, and compliance;
- As directed by OM, participate in the monitoring and evaluation of subcontract implementation;
- Enter all relevant data in subcontract database, in a complete, accurate, and timely manner;
- Extract reports from database, as required, which includes the monthly submission of the Subcontractor report.

QUALIFICATIONS:
- Qualifications in Subcontract Management according to USAID standard;
- At least 5 years of demonstrated progressive experience in managing middle to large scale subcontracts;
- Strong understanding of the USAID Procurement Guidelines and its application;
- Demonstrated experience in establishing and managing processes and systems for procurement and contract management, monitoring and quality control of activities and projects based on USAID standard;
- Demonstrated experience in developing high quality tenders including related documents such as project specific conditions of contract, and accompanying basis of payments;
- Demonstrated ability to guide and mentor staff in sound procurement and subcontract management techniques;
- Strong written and oral communication skills, adaptable to a wide variety of audiences.
PERFORMANCE DURATION:
This position will use 6 months STTA type of contract, with possibility of extension depending on the project need.
