Vacancy at Chemonics International - Request for Proposals (RFP) for Policies and Standards Development for Court Fee Waivers (*Prodeo*), Mobile Courts (*Sidang Keliling*), Legal Aid Posts (*Posbakum*), and Revision of SEMA 10 of 2010

Chemonics International Inc. (hereinafter referred to as “Chemonics”), under the Indonesia Changes for Justice (C4J) Project, USAID Contract No. DFD-I-00-08-00070-00 Task Order No. 2, is issuing a Request for Proposals (RFP) for Policies and Standards Development for Court Fee Waivers (*Prodeo*),
Mobile Courts (*Sidang Keliling*), Legal Aid Posts (*Posbakum*), and Revision of SEMA 10 of 2010. The attached RFP contains all necessary information for interested Offerors.

The C4J Project is a four-year project focused on sustaining and deepening reforms in the justice sector to produce a less corrupt, a more accountable and higher-performing justice system.

For the activity described below, C4J will cooperate with the Supreme Court in its efforts to preserve legal aid in the courts and to improve its services to the poor and disadvantaged.  This effort will focus on responding to revisions in SEMA 10, adapting legal aid services to the current conditions(based
on the changes as a result of Law No. 16 of 2011), and documenting effective practices among general district courts throughout Indonesia.

The objective of this performance-based contract is to provide facilitation and advocacy to the Indonesia Supreme Court to draft policy and standard procedures on court fee waiver (prodeo), mobile court (sidang keliling), and legal aid post (posbakum)  that lead to the revision of SEMA 10 of 2010 on “Legal Aid in Courts.” Based on the new SEMA 10, the subcontractor will also assist the drafting of the legal aid services standard that can be incorporated into the Supreme Court Decree No: 026/KMA/SK/II/2012 on Standard of Court Services (Standar Pelayanan Peradilan).

The subcontractor will work under the direct supervision and should report to the C4J-USAID Access to Justice Specialist. Under the coordination of the Specialist, the subcontractor shall also interact with Budget and Finance Specialist and Communication Specialist of C4J-USAID on issues related to legal aid budgeting and court public services. The subcontractorshall work to:
  1. Develop procedures of *prodeo* (court fee waiver) for civil cases in  courts;
  2. Develop procedures of mobile court in courts;
  3. Develop procedures of *posbakum* services;
  4. Draft a new SEMA 10;
  5. Draft a legal aid service standard for court service standard (SK-KMA  No.26/2012)
